As public-law corporations on a territorial basis in Swiss constitutional law, the municipalities form an element of the tripartite state structure (confederation - cantons - municipalities). They are integrated into a dense network of superordinate law, which they have to observe and enforce in their daily administrative activities, for example in social welfare law or tax law.
In addition, the municipalities have the competence to regulate local affairs, for example in building law, police law and in the area of public infrastructure. The municipalities have autonomy in the performance of their duties in accordance with cantonal law.
